L\u2019impunit\u00e9 z\u00e9ro vers laquelle les efforts sont consentis n\u2019est actuellement que vain mot. Le cas flagrant de B\u00e9tro-Antonio ZANGABAY est d\u00e9plorable et interpelle les autorit\u00e9s, garant de la justice.<\/strong><\/p>\n<p>Il vous souviendra qu\u2019un citoyen centrafricain sportif connu sur la sc\u00e8ne internationale en la personne de Yangambiwa a mis en place une structure digne de ce nom pour la formation footballistique. L\u2019on se rappelle que le Chef de l\u2019Etat Faustin-Archange Touad\u00e9ra a manifest\u00e9 sa pr\u00e9sence personnelle \u00e0 cet \u00e9v\u00e8nement qui devrait normalement, booster le sport centrafricain \u00e0 un haut niveau.<\/p>\n<p>Cr\u00e9\u00e9e \u00e0 but non lucratif, la Fondation Yangambiwa a la vocation d\u2019accueillir des enfants orphelins jusqu\u2019en 2019 o\u00f9 ils ont d\u00e9cid\u00e9 de prendre en compte l\u2019enseignement des enfants externes de la maternelle au CM2 afin que les frais d\u2019inscriptions et de scolarit\u00e9 puissent servir pour le fonctionnement du centre.\u00a0 D\u2019arrache-pied le duo Yangambiwa et ZANGABAY a commenc\u00e9 \u00e0 travailler depuis 2011 pour tout mettre en \u0153uvre. C\u2019est ainsi que ZANGABAY va \u00eatre nomm\u00e9 Coordonnateur.<\/p>\n<p>Malheureusement, quelques ann\u00e9es apr\u00e8s les activit\u00e9s dudit centre de formation ne vont pas bon train, tous les v\u00e9hicules sont en panne, le staff charg\u00e9 de g\u00e9rer les choses \u00e0 Bangui tire le diable par la queue et que les choses sont devenues comme on le connait aujourd\u2019hui. C\u2019est-\u00e0-dire, le personnel accuse des arri\u00e9r\u00e9s de salaires de dix mois.<\/p>\n<p>Apr\u00e8s un long silence, l\u2019international centrafricain \u00a0Yangambiwa a envoy\u00e9 un G\u00e9rot N\u2019kouet qui, \u00e0\u00a0 son apparition \u00e0 Bangui, a enclench\u00e9 la chasse aux sorci\u00e8res pour commettre du d\u00e9sordre au niveau du Centre et en vouloir \u00e0 son pr\u00e9d\u00e9cesseur voire le reste du staff ensuite s\u00e9questr\u00e9 tous les bureaux ramassant tous les documents administratifs et comptables. G\u00e9rot n\u2019a pas pris en compte les r\u00e9clamations du personnel qui est abandonn\u00e9 \u00e0 son triste sort mais a pr\u00e9f\u00e9r\u00e9 soudoyer certains corrompus Policiers de l\u2019OCRB et a tromp\u00e9 la vigilance du parquet de Bangui contre le compatriote B\u00e9tro-Antonio ZANGABAY qui malheureusement est \u00e9crou\u00e9 actuellement en ge\u00f4le \u00e0 l\u2019OCRB depuis le jeudi 23 septembre dernier \u00e0 cause d\u2019abus d\u2019autorit\u00e9.<\/p>\n<p>Tout a commenc\u00e9 le mardi 21 septembre 2021 avec la notification au Coordonnateur ZANGABAY de son licenciement par sieur G\u00e9rot N\u2019Kouet qui s\u2019\u00e9tait d\u00e9clar\u00e9 d\u00e9sormais nouveau Coordonnateur de ladite fondation sur instruction de Monsieur Yangambiwa. Apr\u00e8s la remise du document de licenciement sign\u00e9 le 20 septembre, quatre (4) Gendarmes de Pk9 \u00e0 bord d\u2019un taxi avaient \u00e9t\u00e9 d\u00e9p\u00each\u00e9s sur le site en compl\u00e9ment de quatre autres policiers de l\u2019OCRB dans la m\u00eame journ\u00e9e au c\u00f4t\u00e9 de cinq videurs de boites recrut\u00e9s pour s\u00e9curiser le site en vue d\u2019un inventaire orchestr\u00e9 par l\u2019Huissier de justice Maitre NELO.<\/p>\n<p>Sur conseil de son avocat, le Coordo ZANGABAY a mobilis\u00e9 son staff pour participer \u00e0 l\u2019inventaire afin de faire aussi leur rapport. Lequel inventaire a eu lieu mardi, mercredi, jeudi et n\u2019ayant pas encore pris fin, d\u00e9cision va \u00eatre prise d\u2019arr\u00eater le Coordo ZANGABAY et de le conduire dans les ge\u00f4les de l\u2019OCRB central sans aucune forme de proc\u00e8s. Pas d\u2019audit, pas de rapport financier qui puisse l\u2019incriminer. C\u2019est de l\u2019arbitraire. Les proc\u00e9dures sont biais\u00e9es. L\u2019Office Centrafricain de R\u00e9pression du Banditisme(OCRB) vient faire quoi dans une affaire de gestion administrative\u00a0?<\/p>\n<p>Normalement c\u2019est la Section de Recherche et d\u2019Investigation(SRI) qui est plut\u00f4t habilit\u00e9e pour de telle enqu\u00eate au cas o\u00f9 il y a pr\u00e9somption. Le Tribunal de Bangui est aussi incomp\u00e9tent pour g\u00e9rer cette affaire car la Fondation Yangambiwa se trouve dans la juridiction du Tribunal de Bimbo, c\u2019est une violation et non-respect des textes qui r\u00e9gissent la loi. Il y a une incomp\u00e9tence territoriale.<\/p>\n<p>Tout porte \u00e0 croire que cette affaire est g\u00e9r\u00e9e par affinit\u00e9 en utilisant une relation parentale ou p\u00e9cuniaire au sein de l\u2019OCRB afin de faire perdre du temps voire nuire \u00e0 ce p\u00e8re de foyer(ZANGABAY). Juridiquement ce sont des actes nuls et non avenus. L\u2019on ne refuse pas une enqu\u00eate judiciaire. Mais il faudrait que celle-ci soit fond\u00e9e.<\/p>\n<p>Comme si cela ne leur suffisait pas, en d\u00e9but d\u2019apr\u00e8s-midi du vendredi, une perquisition est faite au domicile de <strong>B\u00e9tro-Antonio ZANGABAY<\/strong> sans aucun mandat et en pr\u00e9sence du Coordonnateur entrant qui aurait emmen\u00e9 certains \u00e9l\u00e9ments de la police dans son v\u00e9hicule.<\/p>\n<p>O\u00f9 en sommes-nous avec cette histoire\u00a0?
